The best HRIS with payroll workflows is not necessarily the product with the most native modules. Gusto, Paylocity, and ADP Workforce Now serve different payroll-led operating sizes and service expectations. The buyer should decide whether payroll owns the employee record, sits beside HR, or consumes approved HR changes—and how every correction returns to the source.

Classify each HR-to-payroll boundary

Map job, manager, location, compensation, payroll fields, time, deductions, benefits inputs, documents, and separation records. Label each handoff native, cross-module, integrated, serviced, or manual. For every label, identify source authority, approval, cutoff, transfer evidence, failure alert, duplicate control, and correction owner.

Gusto may fit a small employer that wants payroll and basic people administration together. Paylocity may fit a midsize team seeking payroll-centered HCM and manager workflows. ADP Workforce Now may fit when a larger payroll ecosystem, configured modules, implementation, and service routing are central.

Confirm which modules and services appear in the proposal. A general capability should not receive selection credit if the account uses a manual handoff or added scope that no administrator owns.

Scenario: compensation changes after payroll cutoff

HR approves a future promotion, finance authorizes compensation, the manager sees the new title, and payroll has already prepared the upcoming run. The effective date changes after preparation. Employee records, payroll, reports, benefits-related inputs, and communication must stay consistent.

Gusto may provide the shortest payroll-led path for a smaller employer. Paylocity may fit if structured HR and manager workflows connect cleanly to payroll. ADP Workforce Now may fit if configured modules and service escalation give the organization clearer correction ownership.

The buyer should introduce a downstream override. It needs to see whether the correction returns to HR, creates a second valid-looking value, or remains only in payroll history.

Reproduce a payroll-boundary evaluation

Use a fictional employee:

  1. Configure manager, HR, finance, payroll, adviser, employee, and backup roles.
  2. Schedule job, compensation, location, and deduction-related changes.
  3. Prepare payroll, then alter the approved effective date.
  4. Inspect transfer evidence, alerts, duplicates, reports, and employee visibility.
  5. Correct one downstream value and reconcile it to the HR source.
  6. Export employee, payroll-related, workflow, report, case, and audit records.

This publication has not run the evaluation. Buyers can reproduce it and score data ownership, cutoff clarity, correction recovery, implementation, service, and export completeness.

Edge case: payroll features imply regulatory completion

An I-9-related task, coverage report, filing capability, or retention setting appears complete. USCIS, IRS, and EEOC requirements cover different obligations and depend on current facts. Features and services can support verification, analysis, preparation, transmission, or records without proving compliance.

Document which party performs each verb and which qualified owner validates the underlying decision. “Native payroll” describes architecture, not a transfer of employer responsibility.

Payroll-and-HR decision criteria and conclusion

Choose Gusto when payroll-led small-employer administration matches current scope. Choose Paylocity when payroll-centered midsize workflows and manager roles provide better structure. Choose ADP Workforce Now when implementation and the offered payroll-service ecosystem create the clearer operating relationship.

Compare field authority, modules, roles, cutoffs, effective dates, payroll and benefits boundaries, implementation, service, migration, reports, corrections, logs, exports, and exit. The winner makes an HR change traceable through payroll and back again.

Have HR and payroll independently reconcile the same corrected employee record before selection. Their ability to reach one documented answer is stronger evidence than an automatic synchronization status.

Preserve the reconciliation as a reusable operating check. Repeat it after changing a module, integration, payroll cutoff, administrator role, or benefits handoff so architecture drift cannot create an unnoticed second source.
