Between twenty-five and ninety-nine employees, HR administration often moves from one generalist to delegated managers, finance, payroll, IT, and backups. BambooHR, Rippling, and Gusto represent dedicated HR, cross-system coordination, and payroll-led operation. Headcount does not decide architecture; ownership does.
Growth constraint: delegation needs narrow permissions
Define which managers can submit job, location, time-off, and onboarding inputs; which fields HR approves; which compensation values finance authorizes; and which changes reach payroll or IT. Add a backup without sharing credentials or broadening access unnecessarily.
BambooHR may fit an emerging HR team. Rippling may fit when approved changes must trigger adjacent work. Gusto may fit when payroll-led HR remains sufficient.
Mini-check: transfer a manager with pending work
Create fictional managers and an employee:
- Submit job, location, and compensation changes.
- Transfer the employee's manager before approval.
- Inspect pending work, access, effective dates, and payroll effects.
- Reconcile employee history and workforce reports.
- Export roles, workflows, reports, and logs.
No test result is claimed. Buyers can reproduce the check with the future HR administrator and backup.
Edge case: onboarding completion becomes legal completion
An I-9-related task shows complete, and managers assume the obligation is satisfied. USCIS requirements exist outside the product. Workflow status can support verification and records without proving correct handling.
EEOC retention settings likewise support, but do not establish, compliant policy.
Growing-team criteria and verdict
Choose BambooHR for a dedicated employee center, Rippling for governed cross-functional actions, or Gusto for payroll-led administration. Compare field authority, manager roles, effective dates, payroll boundaries, migration, reports, logs, and exports.
Favor the system the backup can operate during a manager transition without relying on the original administrator's inbox.
Create an administrator handbook before go-live. Include field owners, approval routes, payroll and access handoffs, report definitions, support contacts, export procedures, and unresolved exceptions. Have the backup complete one onboarding and one manager change using only that handbook. Every missing step belongs in implementation, not in an assumption that a growing company will add HR capacity later.
Review it after every role or module change.
