The buyer should compare which record owns employee change, how flexible workflows stay governed, and whether the existing stack remains an asset or a source of duplicate truth.

Decide whether integration or consolidation leads

Inventory employee identity, job, manager, location, compensation authorization, documents, leave, benefits inputs, payroll fields, reports, and onboarding tasks. Assign one authoritative source and approver to each field. Then identify the transfer cutoff, destination owner, failure signal, correction route, and export fallback for every handoff.

GoCo may fit when the company deliberately keeps payroll and benefits relationships and wants configurable HR workflows connecting them. BambooHR may fit when a dedicated HR center should simplify employee records before connecting selected fields outward. Neither product should receive credit for integrations or modules that the proposal does not confirm.

The migration scope also differs by architecture. A flexible layer may need more field-by-field boundary decisions. A dedicated center may tempt the buyer to import every historical file. Both approaches require validated sources and an archive for data that should not become active configuration.

Scenario: a small business replaces spreadsheets

A professional firm has payroll operated by an accountant, benefits supported by an adviser, employee documents in shared folders, and manager changes in spreadsheets. The new HR manager wants governed onboarding and employee records while keeping the existing providers.

GoCo may fit if it creates a reliable HR source and makes integration failures visible without absorbing payroll or adviser authority. BambooHR may fit if its dedicated employee center and explicit handoffs give the manager a simpler model. The firm should test a compensation-effective-date change because finance, HR, payroll, and employee communication all depend on it.

The scenario should also include an adviser change. Pending benefits-related tasks, documents, restricted access, and historical evidence must transfer without granting the new adviser broad employee administration.

Reproduce a stack-handoff evaluation

Use one fictional employee and both proposed packages:

  1. Configure HR, manager, founder, accountant, adviser, employee, and backup roles.
  2. Enter job, location, compensation, document, and benefits-related fields with distinct approval.
  3. Transfer or simulate approved payroll and adviser handoffs.
  4. Interrupt one connection and inspect alerts, retries, duplicates, and fallback exports.
  5. Change an effective date downstream and reconcile it to the HR source.
  6. Export employee data, documents, workflows, permissions, logs, and integration history.

This publication has not run the evaluation. Buyers can reproduce it and score ownership clarity, configuration burden, reconciliation work, migration evidence, privacy exposure, and export completeness.

Edge case: a workflow becomes the policy

An administrator configures leave, benefits, document-retention, or privacy logic and treats completion as legal compliance. Department of Labor, privacy, and EEOC requirements apply within different scopes and depend on current rules and facts. A workflow can support an approved policy; it cannot create the legal conclusion.

Ask which qualified owner approved the rule, where the source is documented, how exceptions are handled, and what evidence survives export. Default settings should remain implementation inputs, not silent policy decisions.

Small-business architecture criteria and conclusion

Choose GoCo when flexible workflows around the retained stack solve verified handoffs and every boundary has an owner. Choose BambooHR when a dedicated HR center reduces ambiguity and the company accepts controlled external payroll and benefits processes.

Compare system authority, workflows, integrations, modules, roles, effective dates, documents, privacy, benefits boundaries, migration, failures, logs, exports, and exit. The better system is the one the HR manager and backup can reconcile without relying on the original spreadsheet owner.

Before signing, require both providers to demonstrate a contract-exit export and have the accountant and HR manager independently open the files. Record missing identifiers, inaccessible documents, or histories that require vendor assistance. A durable core should remain understandable when an integration, adviser, or platform relationship changes.
