HiBob may fit if configurable workflows preserve the two authorities and dates without confusing central reporting. BambooHR may fit if a dedicated core record plus explicit local handoffs produces a simpler process. The test should show which field is descriptive and which is authoritative for downstream operations.

The group should also remove a local administrator during the scenario. Pending approvals must transfer without granting central users unnecessary access to local documents or sensitive fields.

Reproduce a distributed-team evaluation

Use fictional employees in two entities:

  1. Configure central HR, local HR, manager, finance, employee, and backup roles.
  2. Schedule a manager, entity-related, and cost-center change with separate authority.
  3. Enter conflicting effective dates and inspect warnings and approvals.
  4. Remove a local owner and transfer pending work.
  5. Produce central and local reports with appropriate field restrictions.
  6. Export employee data, documents, workflows, permissions, logs, and reports.

Edge case: one people field drives local policy

A centrally configured leave, employment-status, or location field begins driving local actions even though local HR owns the underlying interpretation. Ask who approves field definitions, whether local exceptions are visible, and how a correction reaches reports and downstream systems.

Privacy, leave, and retention requirements depend on applicable facts and law. Product settings can support a qualified policy but do not prove compliance. California privacy and EEOC sources apply within their scopes, not across every workforce location.

Distributed-HR decision criteria and conclusion

Choose HiBob when distributed workflows and local-versus-central authority are core requirements. Choose BambooHR when a dedicated HR center provides sufficient structure with less configuration and fewer cross-entity assumptions.

Compare entity modeling, field ownership, roles, effective dates, modules, employee experience, payroll handoffs, privacy, migration, reports, audit history, exports, and exit. The better fit keeps a useful shared view without erasing local responsibility.

Have local HR and central HR review the same export and explain each authority-bearing field. If the interpretation differs, the evaluation should resolve the data definition, not award points for a more attractive consolidated report. Shared visibility is useful only when the organization shares the meaning.
