Paylocity is relevant for a midsize employer that wants payroll-centered HCM with employee and workforce administration. The evaluation should follow data rather than navigation: which record authorizes pay, which HR change reaches payroll, what managers can edit, how exceptions are corrected, which module stores evidence, and what the customer can export at contract end.
Map the HR-to-payroll boundary
List employee identity, job, manager, location, compensation, time, documents, leave, benefits-related inputs, and payroll fields. Assign a source and approver to each. Confirm when approved HR changes reach payroll and whether a payroll override returns to the employee record or creates a lasting discrepancy.
Paylocity should be evaluated using the modules and service model in the proposal. Employee-experience features can improve adoption, but they do not replace system ownership, administrator training, or a controlled migration.
Scenario: managers gain delegated access
A distribution company wants supervisors to approve time and submit employee changes while HR controls jobs and locations, payroll controls pay-impacting fields, and finance receives workforce reports. Supervisors should not see compensation outside their teams or release payroll.
Paylocity may fit if the configured roles enforce those boundaries and late changes appear before payroll cutoff. The demonstration should include a supervisor transfer so the buyer can see how access changes when reporting lines change.
Reproduce a delegated-role evaluation
Create two fictional supervisors and one employee:
- Configure supervisor, HR, payroll, finance, and backup permissions.
- Submit a manager, job, and compensation change with separate approvals.
- Move the employee between supervisors and inspect access immediately.
- Change an effective date after payroll preparation.
- Reconcile the employee record, payroll result, and workforce report.
- Export role configuration, employee history, approvals, reports, and audit logs.
No test result is claimed here. Buyers can run the exercise and score visibility, manual work, configuration effort, and recovery.
Edge case: time data changes after payroll review
A manager corrects an hourly record after payroll has reviewed the run. Ask whether the change is blocked, flagged, or transferred; who reopens approval; and how the original remains visible. Time and payroll functionality does not establish compliance with FLSA wage or recordkeeping duties.
Likewise, storing employee records does not prove that EEOC retention requirements are satisfied. The employer must set policies from current official guidance and its actual facts.
Paylocity decision criteria and verdict
Favor Paylocity when payroll-centered HR workflows, manager experience, reporting, and the offered implementation match the employer's structure. Avoid it when only a simple directory and time-off record are needed.
Compare field authority, role scoping, effective dates, module boundaries, payroll handoffs, corrections, reports, implementation, service escalation, migration, audit logs, and exports. The product should make delegated administration safer, not merely more available.
Add a quarterly access-review exercise to the evaluation. Export or display every administrator and manager role, then have HR, payroll, finance, and security owners confirm the employee populations and fields each role can view or change. Transfer one supervisor, terminate another fictional administrator, and inspect whether inherited permissions, saved reports, delegated approvals, and pending tasks update together. Role setup is not complete if only the original organization chart works.
Build report acceptance around decisions, not dashboard appearance. Reconcile a headcount report to employee status history, a branch report to location-effective dates, and a payroll-related output to the approved source record. Then correct one historical field and identify which reports refresh, which preserve an as-of view, and which require manual interpretation. This exposes whether reporting is an auditable output or another loosely governed employee-data copy.
Keep those accepted report definitions beside the administrator handbook for later owners.
