Prices are the entry list prices each vendor publishes on its own US pricing page, read on Oct 27, 2026. They exclude taxes, payment processing unless stated, hardware, add-ons and negotiated discounts; a promotion appears only in the notes, labeled as one. Prices change. No vendor paid for a place or a price in this table.

These are the two most direct substitutes on this site. Both are payroll-led and both are positioned for midsize employers. The difference is what surrounds the payroll engine. ADP Workforce Now places HR and workforce workflows inside a large payroll and services ecosystem. Paylocity places employee experience and workforce administration around payroll-centered HCM. One leans on the provider's organization; the other leans on what employees and managers do in the product.

Verdict: Paylocity, unless you want services as much as software

For a midsize company whose HR and payroll staff plan to run the system themselves, Paylocity is the better default. The buying motion stays payroll-led, and the emphasis on employee experience is, in our view, the part most likely to reduce the requests landing on the HR desk.

ADP Workforce Now wins when the company wants to lean on its provider: outsourced help, an established services relationship, or a leadership team that prefers buying from a large payroll organization. For that buyer, in our view, the ecosystem is the product.

Where Paylocity is stronger

  • Employee-facing emphasis. Its positioning puts employee experience next to payroll, which matters when most of your workforce interacts with HR only through self-service.
  • Run it yourselves. For an in-house team that wants to administer workforce processes directly, the product is the center of gravity.
  • A product-first evaluation. A team that wants to judge the software on its own merits, rather than on a services package, gets a clearer comparison.

Where ADP Workforce Now is stronger

  • Services depth. The large payroll and services ecosystem is the clearest reason to choose it; ask for the specific services in your proposal.
  • Risk-averse buyers. Boards and finance leaders who weigh provider scale heavily may find it easier to approve.
  • Existing relationships. A company already using other services from the same provider gains from staying in one ecosystem.

A note on switching between them

Because both are payroll-led, a move from one to the other is mostly a payroll migration. That means parallel runs, year-to-date balances and tax setup matter more than any HR feature. Agree on a cutover date, decide who checks the first two pay runs line by line, and keep read access to the old system until year-end reporting is done.

What to verify with both

Neither published scope tells you how long implementation takes. Ask each finalist for the implementation plan, named owners on both sides, and the first payroll date, in writing.

If the company counts as an applicable large employer, the IRS employer shared responsibility pages describe the federal framework and thresholds. They do not confirm that any provider's filings are correct for you, so assign an internal reviewer whichever product you pick.

The deciding test

List every payroll and HR task your team handles in a typical month. Mark each one "keep in-house" or "hand to provider." If most stay in-house, choose Paylocity and judge it on the experience your employees and managers will have. If a meaningful share should move to the provider, choose ADP Workforce Now and judge it on the services it commits to in the contract.
